The study employed questionnaires administered to households, health facilities and scheme managers. Wulifan is a Ghanaian Lecturer in UDS, FELBS-WA, a Health Economics Expert with 5 years experience in Health systems research, teaching and consulting in Health policy, Planning, Administration, Management.He holds an Msc in Health Services Planning & Management from KNUST-Ghana and a BED (Hons) Degree in Population and Family Life from UCC-Ghana.
